I would use the component , but windows 1251 or (and UTF-8/Windows1257) support is essential.
Also , changing content parameters(like hide intro text) is essential.
Would use the tool , but unable to get encoding to work (at least in a normal way).

could you add a CP 1251 support?
$GLOBALS['xmlrpc_defencoding']='UTF-8';
$GLOBALS['xmlrpc_internalencoding']='ISO-8859-1';
that's wrong for CP 1251. right?
